Explainer: Changes in the 225 BBMP wards between the proposed and final delimitations

Bruhat Bengaluru Mahanagara Palike (BBMP) proposed a new delimitation of wards on the 18th of August 2023. This delimitation divided the area under BBMP into 225 wards instead of the 243 wards which was the regime that was brought into force in 2022 under the then BJP government. This delimitation was open to the public for objections and suggestions for two weeks.

On 25th September, 2023, the Government of Karnataka issued a notification about the final delimitation of ward into the same 225 wards based on the suggestions and objections received, and published the map of the final 225 ward boundaries on Oct 1st, 2023.

Changes due to the suggestions

Between the two delimitations, the changes are minor but substantial when seen at the wards level. At the top level, they look more or less the same. However, the changes between the two range from changes in name to changes in boundaries of wards.

Changes in ward names

Fifteen of the 225 wards underwent change in names between the proposed and final ward delimitations.

While some of the changes seem straightforward, a few stand out. The name Dr. Puneet Rajkumar ward has shifted from Kurubarahalli to Nandini Layout to include Kanteerava Studios, a nod to his final resting place. However, the delimitation created the need for a new name as the area of ward 50 was carved out from existing wards and Nalvadi Krishnaraja Wadiyar found a place. The area under consideration is Kurubarahalli and that could have been a better choice instead.

Belathur loses out on having a ward under its name and instead Byrathi finds a place. However, the issue of the three exclaves continues as ward 99-Byrathi inherits them from the old ward 54-Hudi. These exclaves are the result of those erstwhile villages being part of the Mahadevapura constituency while wards belonging to K.R.Puram constituency lie in between.

While a reshuffling of names across Prakash Nagar, Srirammandir, Shivanagara and Rajajinagar has happened near Rajajinagar, further south, area names like Hanumanthanagar, Basavanagudi and Girinagar have been replaced with names of prominent temples in the area in the case of the former two and Swami Vivekananda in the latter case, ostensibly because of the presence of a Vivekananda Statue in the Vivekananda Park in Girinagar.

Changes in ward boundaries

While fifteen wards saw changes in names due to public suggestions, the corresponding number of wards which saw a change in boundaries is 76. A third of the total wards had their boundaries redrawn, either for minor changes or major ones.

However, of these 76, only 6 saw a change in area of more than 1 sq. km – in Yelahanka and Mahadevapura assembly constituencies.

In Yelahanka assembly constituency the ward boundaries were redrawn between 1-Kempegowda ward and 2-Chowdeshwari Ward, with Kempegowda ward gaining 3.5 sq. km.

In the case of Mahadevapura assembly constituency the main loser was ward 98 which was renamed to Hudi from Belathur and lost 2.75 sq km. Ward 99 which was renamed Byrathi from Hudi gained 1.70 sq. km. 102-AECS Layout ward gained 1.13 sq. km while 103-Whitefield lost 1 sq. km. 97-Kadugodi also gained 0.90 sq. km in this reshuffle.

The rest of the wards had minor changes and redrawing of boundaries. The below table lists all the wards from the proposed wards that underwent changes in boundaries.
